Head over to Guild Trustee located in any big town.  You will need Roles of guild master from Talgath. Accept quest from NPC "Shortcut to Guild Formation."

◆ Things to know
  1) Roles of guild master is required to create guild (Talgath)
  2) 70 Max guild members
  3) No alliance system
  4) Guild stones are required for skills
  5) Crones are required for skills
  6) Pride of Soul is required for skills
  7) If guild master dies, the whole guild looses buffs
  8) Maximum guild limit to enter TSB is 40
